Clearly the UK is leading in the common sense stakes in this regard. Our laws here in Victoria, Australia (it varies from state to state) allow me to be nude in my yard but not cause offence, so I have a high fence (hedging actually). Women can be topless on most if not all beaches but most choose not to be. Young kids are often nude on public beaches but when they get to school age they seem to have an awareness.

Women can be topless on most if not all beaches but most choose not to be. Young kids are often nude on public beaches but when they get to school age they seem to have an awareness.

That 'awareness' usually comes about from parental influence, teaching them that now they are at school it is no longer appropriate to be naked anywhere outside (and often inside) the home.
As for women being topless on beaches, if you go to almost anywhere in Europe, you'll find that women are topless in public spaces like beaches, rivers, public pools etc. In fact, it's normal for girls to go topless from a very young age right through into adult-hood.

"We got a visit from the state Division of Youth and Family Services because someone saw our three year old running nude around the pool in our backyard. The representative said that nothing would happen, but they have to visit the home whenever they get a complaint."That's a bit harsh. Does the (presumably unknown) complainant also expect toddlers to change themselves for modesty's sake?I don't know. The incident happened because my wife was helping him change out of a wet swim suit and he escaped. We had a 4 foot fence around the pool so it wasn't easy to see inside.Oh my GOD this world is a screwed up place when kids can't be nude in their own backyard, I don't care what age they are! Sounds like time to put up a ten-foot fence or move to a new neighborhood if possible, to get away from that Karen. We've heard of good fences making good neighbors, but in this story, bad neighbors make for taller fences! What a pathetic misuse of government funds.

I have since put up a 6' fence. Wanted 8' but zoning laws don't allow it. Only one neighbor can possibly see inside, and that is only from one window and a corner of the deck. Neighbor who lived there when I built it knew I swam nude and didn't mind. I had sort of forgotten about it until the house was for sale and the real estate agent mentioned seeing my pool from the deck. I jokingly said something along the lines of hoping I was wearing a swimsuit and she said no one was in the pool. I then put a 30" wind screen on top of the fence on that side, which doesn't require a permit. By the end of the summer the new neighbor had moved in. I was taking down the wind screen because it was looking worn. He asked me why I had it in the first place and I told him it was because I liked to sun and swim nude and knew that there were spots where he could see over the fence. He said it wouldn't bother him if it didn't bother me, so I haven't put another one up since.
My wife said that the person from Family Services who came seemed like she was sympathetic toward us and annoyed by the person who filed the complaint, but agency policy is that every complaint must be investigated.
