Not a lot of detail. It makes you wonder just how close to the line the man was. If he was outside the perimeter fence he was doing nothing wrong

There are tracks without fences, like this one which was used by express trains from Barcelona to Valencia (and some local trains). OK it's not in the UK. I was on holiday.
