I've hiked up naked and taken nude pics at the top. No one cares so there's been no issue.

I started going to Blacks around 1980.
Back then, on the weekend, if you did not get there early, it was almost imposable to find a spot on the beach.
There were many time I would see people hike between the glider port parking and the beach nude.
I even did it a few times myself.
However in the last several years their has been an increase in the police issuing tickets to people even a few feet outside the beach nude area, and that includes not only in the parking lot but even on the trail.
The Blacks Beach Bares who help maintain the trail and organize events during the year post on there web site Beach Etiquette.
One of the items is asking people not to be nude outside the designated area so as not to give the authorities an excuse to shut down nude use on the beach.

I am sure there are those who have gotten nude up top without any problem, however if you decide to, please exercise extreme caution.
It would be best to have someone with you to take the picture and to be nude for as short a time as possible.

Last time I was there I saw several nudes had found a way up onto a lower cliff towards the north end. If you goal is to get a picture with the skyline in the back ground it may be possible from there.
