I think it's the shape which set apart the female breast from the male one. And it's the body part of a woman which stand out. The genitals of a woman are rather hidden.
The breast of a woman is fascinating. Even if the beast is small it doesn't look like the breast of a man. The breast can also be big or giant, with small or big, soft or hard nipples, with a small or big areola. And it can have a lot of differnt shapes.
From the 70ies to the 90ies many young girls and even some older ladies in Europe go topless at a beach or a outdoor pool and show their breasts. I know pictures of my wife from her holidays with her mother when she was a teenager with her bare breasts at the beach in Spain which was quite common in those days. I think no young girl would do this nowadays and of course the parents wouldn't allow that.
I heard that there's an instinctual attraction to them because the large breasts signified that the mother was able to feed the offspring and make them strong, similar to how women would be attracted to men with large muscles because it showed that they could protect and find food better. I don't know how true that is, but it made sense to me
