I always wear a seat belt, just makes sense. Im wondering how people put shorts on while wearing a seat belt? I would think they could only be pulled up so far.

I'm no expert because I have only driven nude once.
However, I managed to take my shorts off with the seat belt buckled, but had to unbuckle to put my shorts back on.

Never thought about putting shorts on whilst wearing a seatbelt, i either get in the car naked or take my shorts off before wearing a seatbelt, same when i arrive, either get out naked or take my seatbelt off and then pull on my shorts

Same here.
I also always remover my seat belt after stopping to return phone calls. I can't get my phone out of my pocket while wearing one.

Where do you find enough privacy to get into or out of a car naked?

On one occasion I managed it in the middle of a VERY busy supermarket car park.
