Most of my shorts are home made. They are usually long pants or jeans I already own or buy specifically for the purpose of making into shorts. Since most of the shorts being sold are too long for my taste, I end up altering them to a more satisfactory length. My most comfortable shorts are those which started life as sweatpants.

1.5" is just okay for me. My next longest, 4", is more than necessary. The ones that are 1.5" are opaque but can be seen through when held up to the light. The feel airy.

I recently bought some 5" and 3" gym shorts because I wanted to try something shorter than the 8" ones I had.
5" is ideal for me and that is what I will probably buy when I need to replace gym shorts in the future.
3" are comfortable but a little too short for sitting, stooping or bending in public.

When freeballing, 4" is probably about as short as you can go/.
If you are wearing underwear, it should be possible to go shorter without showing to much.

US law in most states is less tolerant than UK, France and Spain.

I generally try to avoid that, with the possible new exception of driving.

Do you then wear underwear under your 1.5" shorts to avoid accidental flashing?

In the 60's, when shorts with 2" inseam were common I used to go for shorts with a liner because my flaccid length is four to five inches, (depending on various factors).
