You ask is it safe?
Safe as in to have sex on the beach....? Short answer is NO. You can be fined. ( however it happens any how )
Its normally safe as for being gay in public.....
Go and check it out....look around as do as others do....

have fun, its a great experience and beach...

Been there the last two weekends, it happens not just with m/m but seen m/f been 'playful' and more. Granted it happens more away from the boardwalks. Some with do it pass the sign that you need back country pass.
