You are going to get a lot of differing opinions from shaving to creams to laser. I think it all depends on the amount of time you want to commit and how much you want to spend. Shaving might be the cheapest but depending how hairy, you might have to do it frequently. Some people use creams, but you might have to try a few to see what works best on you, they will likely have a longer lasting effect. And lastly there is laser.
