Friend requests from blocked users

Hi,
we received this week some friend requests from blocked users (single uncert. males). In our mind they haven't the rights for this. Have anybody seen the same problem?

Hi Guys. yes we had the same. We don't really understand why is the 'block' button if they still can send requests and etc...
