6 Game Elliott suspension

I heard a discussion this morning pertaining to the Elliott suspension. One host says the NFL has no business handing down a punishment to someone that hasn't faced charges from local authorities after an investigation.
Code of conduct provisions are in many professions today. If a teacher is arrested, or has been accused of abusing someone, they are automatically suspended. Why not a football player, who is under a Code of Conduct clause?
