We enjoy Apollo. It is quiet and the nude section seems to be expanding to where some people are being nude near Lot 4 as well. We just recently visited Haulover down near Miami and absolutely loved it. It is a place where we would go back to and enjoy for sure. They have chairs and umbrellas for rent as well as a food cart in the nude section. Most everyone there was at least topless and most fully nude. Definitely enjoyed it.

Haulover is an example of how things can be done right. Fully legal nude section so you aren't at the mercy of a park ranger's mood, food truck vendors parking in the nude section so you don't have to get dressed to go eat (and they had long lines of customers the two times we've been there), and easy access to parking so you don't have to walk miles away from everyone else to go to the beach.
