Site Question - Bulletin's

I made a test Bulletin, and deleted it as I am not sure where it appears. Is the bulletin the little comment that someone would see if they viewed my profile and saw that I had typed something there? (think I figured out it sends a private Bulletin to my friends list)??
I just don't want to be putting information online and not sure where it shows up.
I did look for a help section and checked forums some but could not adefinitiveanswer.
*****It may be an Update that does it, but if I make an Update does that mean I update any one who has friended me as well as THEIR friends? I certainly would hate to be responsible for spamming someone's screen with my updates when we may have nothing in common and are not on each other's friends list.
I would not mind being active in the community, but am also very aware of other people's "space" and don't want to update if it can cause negative reactions from people unaware of who I am.
