Not so in the UK. I've just been reading a report by a UK nude driver who was stopped by the police.
After a very polite conversation he was told that he was perfectly OK to continue without dressing but would have been reported for driving without due care and attention if he had been masturbating.
I'm not aiming to be noticed, but enjoy my unlined running shorts for the minimal coverage and openness. It helps that I'm a grower and not a shower (so everything's usually in "compact" mode), but I do have to take care with my movements lest anything pop out.
Wearing rings is riskier due to the added prominence and hang making it more likely that the fabric is pushed aside, which can happen without me being aware of it. So far, so good, or at least I'm yet to receive a complaint!
