Is driving after having 7 beers legal? Is running a red light through a busy intersection legal? Maybe it is about whether you are seen or caught. So, is robbing a bank legal?
I think you really need to check into the laws where you are. In Boulder, CO, it was only illegal to be nude in one specific place. Great!! Except that the police would apply state law in all the other places, so you would get charged and have to register as a sex offender for simply tanning nude and being seen. The law changed. Kind of strange how it did though. They made it illegal to be nude everywhere (but htey did not include toplessness for wemen as being nude), which means that you can get a ticket/citation for being nude. In a weird way, banning nudity made it a little easier to be nude. At least you are not forced to register as a sex offender when your nudity is as far from sexual as you can get.
After that diatribe, I should come back to the topic. The law in Boulder states that you may not expose your genitals (and a few other key areas) to another person. I read that to mean "exposing is not illegal, but exposing to another person is illegal. So a pair of short that cover your genitals when someone could see should be enough to keep you in compliance.
That only works in Boulder and other places where the law reades the same way.

I was told it isn't legal because, they say, you can't control it properly in bare feet. Does that make it legal as long as you keep your shoes on?

Here in Spain, we are very lucky, I guess there is no law against public nudity... but I always think, all laws are refered to be naked in a public space, and so, if I am nude in my house I supose I have no problem with the law (despite they want to touch my balls and they say the opposite, my house is my own property) but, what will happen when I am in my own car? Is it a public or private place? I think each country have their own laws, but I guess you are not an outlaws... you are an outlaws only if you get off from your car while you are naked...
Policemen can arrest you by indecent actions, and of course you can deny it if they havent got incriminating evidence (photos)... its your words against them... and you can sue them for slander and lies... once again, its your words against them... but the real problem is there are a lot of rednecks in the police corps who think they got the right because they wear a gun... another chance to sue them if you survive from these situations... lol
