Touching of any sort without consent is not appropriate in any situation. I've had it happen in a few places and I just place my hand in my genital area and slowly force his hand away. I will make eye contact and shake my head slightly to indicate 'no'. In public places, it is totally inappropriate and is what gives nudity among men a bad rap unless it's 'allowed' and you go there for that reason. In a private situation that's where it can get tricky but in general, I keep a more than hands distance away. Some guys take it that you are given a signal that if you are within a common personal space, you are open to touch.
Given the example of a hot tub and you are in tight quarters, and the gathering is social in nature, touching is not appropriate even if it's consent by both individuals. Others at the gathering are not there for that type of experience and may turn out that you're 'play' will turn away others from nudity. As the question was put, you have to put it into the context of the situation but without my consent, it's always inappropriate.
When I am naked in public I am completely open to everyone. Averybody can be touched my penis, mye ass, stroking my body. I can be touched and a dressed men, I do not mind. If a stranger naked man grabs up my penis, no problem! I will answer the same. But I myself will not do this first.
