RE:Ball weights ie testicle weights yes.or no
I don't use ball weights but pull on my ball sack frequently to get a lower hang and it works somewhat. I think low hanging balls look great but I'm not sure about the safety of weights unless one is very careful - I suppose using weights very carefully would be ok for most but everyone is different.
