I ALWAYS reply to messages. I used to ask in my profile for people not to send friend requests unless we had exchanged messages, but that was ignored so often I took it down. Nonetheless, I do generally deny friend requests without comment if the person has never messaged me. Why would you feel entitled to an explanation from me as to why I've denied your request, when you have given me no reason why you'd want to be my friend? You give me nothing but a click, and I will give you nothing but a click back. That's not rudeness, it's efficient use of time. I'm on here to communicate with people, not chalk up friends numbers.
