How long has it been that you have to be a member of a certain group to post a reply on a forum? or has it always been like that and I have just been lucky on my posts.

It sounds like you have not yet been approved to that group. This would be a group that requires the approval of the member that started the group. The time all depends on when that starting member approves you. If that member is actively monitoring, it could be hours, if they don't check their own group much it could be a very long time.
