I find the whole area of appropriate dress a fascinating subject. I live in a sea side holiday town. People can walk along the prom and on the beach waring there swimming gear and all is fine.
Underwear on the beach is not fine. but swim that leaves very little to the imagination is fine.
If they walk into town which is only a few 10's of metres away its not fine just wearing their swimming stuff.
No wonder we can get a clear law about nudity if we can get clothing right!!
