"Be polite," is not a complete sentence as it has no subject noun. Also, to suggest that some one should be so would suggest that they have not been prior.
Be polite is a complete sentence with the subject, you,being assumed or implied. Back a thousand years ago when I had to diagram sentences the you would be placed in parentheses.
