We looked into a nudist resort in the Philippines 8 years ago and gave up . The problem is marketing . The authorities may allow you to do this but once the catholic church does not like this , nobody will allow you to continue . We had all permits required to start including the land but ... Thailand is the much better place to do this . There is a Naturist association and mant nudist resorts in place already ...
