They could make the material of the pouch fairly loose and stretchy."One size fits all" must refer to the waistband, not the pouch!
So it would pull up reasonably tight on a smaller guy and still have room to hold a lot more.
Nonetheless, there would still be limits. I've seen (and I'm sure we have all seen) some pretty big guys would have to have a "large-sized" pouch.
Back when I was about 20 or 21, I bought a piece of men's underwear called "The Sock." It had a waistband and a pouch, but nothing between the legs. I could get my equipment into it, but, in those days, I was very prone to random boners. The least bit of turgidity would overwhelm the pouch and cause it to release its cargo.

Try the new kilted briefs. They are basically crotchless boxer briefs. Not sure why youd wear them, but they are available. I prefer commando all the time. But you can check them out at kiktedbriefs. Com or search on amizon.
