You cannot be naked in the parking lot. That being said, you don't need to be fully clothed either. A lot of people show up just wearing a wrap of some type to get from the parking lot past the no-nudity sign. From the closest edge of the parking lot to the nudity allowed area is only a few feet, but the parking lot is fairly large, so if you get there late, it could be a little bit of a walk, but nothing outrageous.

There is no "boat" area. The shore line is a rather steep grade, rocky formation. There is a walking path that runs the length on the top side, but to get to the water, you have to traverse the grade.

As for best time, whatever is convenient for you and your tolerance to the sun/heat. First thing in the morning, there will usually only be a handful of people and finding "your" spot is easier, but by afternoon, it can be pretty packed. It covers a large swath of area, but it's not a nice smooth "beach", so finding a spot your comfortable in may be more difficult.

Just to amend the advice already posted, the terrain is rough. Bare feet are ruined feet, so water shoes or Tevas are the best way to go. Plan for big UV level and high heat. Lots of water, leave the beer at home! Even if you are a veteran nudist, SPF50 on your face and body is a good idea. Do not scrimp on the sunscreen!
People tend to be friendly, so it's not pervy unless someone just plops down in your personal space uninvited. I like to hike around and offer "good mornings" as I walk.
if you are a first timer, please be careful!

The best time, for me anyway, is right when they open. The first bathroom building is a good spot to take your clothes off but like the others have said.. anywhere right after the nudist sign works.

I'm there normally right a 9am on Sat, or Sun if I have other obligations.
