Looking is natural for us, without any ill intent. Voyeurism is something that individuals such as those staying on cliffs to look at the naked people on the beach are engaged in. It is like having magazines specifically to look at naked individuals shown in there. They go to either to get the most out of any looking they can do. Those brought along are not necessarily in the same shoes but those deliberately driving to get there for that are like that. There are other ways to move toward joining them.
