Sorry to say it but she is wrong. 1978 Spanish constitution makes nudity legal anywhere that is a public space unless there is any local prohibition, which can be challenged. You will win the challenge if you are obviously not intending to cause offense, and it is not adversely impacting businesses. therefore any parks and beaches you can be nude. there is no requirement to post signs as that is taken as infringing the rights under the 1978 constitution.
