Change in society is not conditional on anything. Societies have already been changing, even in the direction of more freedom from clothes even in sight of others. There can be that change where we are, people will just adjust. I see adjustment to things anyway over the decades that I have been around. Just reasonable freedom with choices with how are bodies are seen is waiting, and change for that can happen around where we are as it has elsewhere.
