It seems there is a generalized fear of being seen, and being looked at, in society from this understanding of legal requirement. It contributes to a vicious cycle, and most then cannot entangle themselves from the twisted understanding that nudity is sexual, and so it is shameful for being seen by any others generally. It seemed hopeful that there would be more enlightenment about healthy nudity with acceptance for a while in recent years, but is that still the case? It is needed.
