I find that many hotel pools are unused before breakfast and sometimes late mornings when people have gone out sightseeing and have managed a discreet skinny-dip in almost all the hotels I have stayed in over the last five years.
I have also managed to use the sauna, steam room and hot tub naked on many occasions.

I've been skinny dipping in hotels for years, whenever I travel for work. Usually I'll start out in a suit (sometimes skimpy) then strip underwater and swim naked... or soak in the hot tub naked. Sometimes the pool is vacant enough or it's late enough that I have been able to be naked on the pool deck as well. Or when there is a sauna in the men's change room, I go naked as well even though most people wear suits.
We had three nights in an up-market country house hotel in mid-Wales which has a splendid modern spa building.
The afternoon we arrived we went down to the spa and I did forty lengths of the spa's busy fifteen-metre pool wearing my multicolour tanga (pictured below).
The next morning I went down early for a pre-breakfast swim and was the first one there so I stripped naked in the dressing room and walked to the poolside shielding my modesty with the pool towel and dropped the towel with my yellow tanga by the poolside as I slipped in. Toward the end of the first twenty lengths I was joined by a second swimmer so I slipped the tanga on underwater before continuing, removing it again when he left some ten lengths later.
The second morning I was the second swimmer so I wrapped the towel around my naked body to walk from the dressing room, dropping it with the yellow tanga by the poolside to get in while he was swimming away from me and completing my forty lengths totally nude. In the afternoon my wife and I went down to the pool where I wore my yellow tanga, mostly to lay reading on one of the loungers.
On the morning of the last day, I was again first in the pool and was swimming naked when I was joined by a younger lady swimmer and later by a younger man. This time I didn't bother with the tanga and was able to enjoy the entire forty lengths nude again.
Not a bad little skinnydipping session.

I fail to understand what can be dangerous about swimming in hotel pools. Still, warmed, properly filtered clean water with no dangerous current or waves and limited by safety regulations to a depth in which you can stand up if you get cramp or have other such problems.
The only potential hazard that I can think of is a heart attack or stroke and that could happen anywhere you are alone.

Seen by hotel employees?
Definitely - monitored by CCTV and also met full frontal when walking from the pool to the changing room.
Also seen by the employee who brought me a towel when the fresh towels had not been replenished.
