Legal? Or not?

Just a bit confused with this topic. Initially it states Cedar Creek falls offers a legal clothes free space, then in the directions, states this is NOT LEGAL. Does the not legal part refer to encountering others on the hike in? What if someone at the falls objects to people being naked? I am asking for clarification as I would love to visit Cedar Falls and enjoy the place sans clothing (obviously in warmer weather not right now) however I’m a bit confused with regards the legality of being naked at Cedar Creek.
