Sadly I do not think That a topless woman will ever be accepted outside of a resort.Legal in New York, Ontario, British Columbia. Sometimes top-free women can be seen in Central Park in NYC.

I believe that if some women were to go topless often then the other women and men would get use to it and everyone would be comfortable in that kind of setting.
