Legality is one thing; breaking social norms is another. For example, it is legal for women to go topless anywhere it is acceptable for a man to go topless in Colorado and any of the other five States covered under the 10th Circuit Court of Appeals. How many topless women do you see at public pools -- zero that I am aware of. It is perfectly legal. Now granted, I wonder how many women are aware of this freedom. It was the Free the Nipple movement that won this case.
I thought the Free The Nipple movement was always more to do with equal rights for women rather than a desire to go topless in public.
Part of the case of equal rights was to be able to be topless anywhere a man could be topless: Public pool, beach, etc.

It is technically legal to be naked in public in Spain based on court ruling but I dont see most Spaniards rushing to go shopping naked in public. This seems like much of an obsession by a tiny group of people with limited things to do in life.

It is a similar situation in New York State courts have ruled that women can be topless in any public place that men can be shirtless. However I have been to Coney Island, Jones Beach and Central Park and saw no topless women at the first two and only a handful at the third.
